The quest given by Merle Ambrose to go back to Grizzleheim is apparently now available at Level 12, rather than Level 20, even though I never completed the quest Bear Market on this Wizard. I was able to travel through the World Door to Northguard, where I found two new Dialogue Images. These images repeated after I switched characters and went back to the Level 12 Wizard in Northguard. I went back on a Level 15 who had done the Bear Market quest, and they did not receive those images.
I tried to speak to Prospector Zeke, but his Yardbirds quest is Greyed Out. Clicking on it provides a non-commital Dialogue Box. The Level 15 Wizard also saw a grey quest.
Completing the quest Grizzleheim does lead to being able to accept the Yardbirds quest. There is one additional Dialogue Box in the next storyline quest I'm With the Band:
