Starter Deck is No Longer Purchasable

The deck shop no longer sells the starter deck, so if someone accidentally deletes their deck before beating rattlebones, there is no way to progress. Can we get the starter deck added back to the deck shop?

You get the starter deck after you do the tutorial. Quest:Tutorial - Wizard101 Wiki (wizard101central.com)

If you delete the deck by accident, you can reach out to support, and they can bring back your item as a onetime courtesy.

Also, there is the lock feature that you can use so you won't accidentally delete an item.

One last thing, if you have a friend who is a higher level or have another account, you can have your friend and or your other account wizard go to the bazaar, and you can port them and buy a low-level deck.

So there are ways in getting this deck.

This character is sort of irreplacable for reasons I won't go into, but also kind of needs the starter deck, also for reasons I won't go into lol. I actually already reached out to kingsisle a whiiile back and it was a firm no.

Well, if you have other wizard on the same account, you can always trasfer the deck through the shared bank, so your wizard can beat rattlebones. Sounds like these decks are important to you.

If you have the room, just make another wizard and move the starter deck into shared bank. You might need help from a friend to port to, to get to the shared bank.

Well the starter deck is no trade so that won't work, but I did just find out that one of the new packs has level 0 decks as well so that can work as a replacement for me.

You could also have someone port you into a dungeon and level up to 5, and buy one free at the bazaar if you don't want to pay for packs.

If it's the Night Mire pack, fwiw those packs may be any level, but they are school specific and won't necessarily drop for your school. I spent $40 on those and received 3 life, 1 death, and 2 storm decks. That leaves 4 schools without a single deck drop.

Support, as Bailey mentioned, is always an option. However, I just lost 25 jewel blossom seeds thanks to their buggy new bank interface and was told to pound sand, so that's always hit or miss.
