All 6 of my wizards have a pet token of some kind in their reagents bag.
How do I activate them for my pets? I haven't seen anything in the game that explains how to use them.

When your pet gets a "Will Cast" or "Adventure" talent, you will be given the option to use your tokens on it to "unlock" the talent.
does this require having done the find the dirt mound quests as our pet?

There is a brief explanation for Talent Token Reagents on the Wiki in this article:

On that page, click on the blue link for the "Talents" section, or you can just scroll down to it. There are several other blue links that you can click on for more details too.

I don't think so, although that quest leads to a pet that gives a guaranteed token talent.

What about pets that were created before the update?
If your pet already has manifested the talent I dont understand where the pet tokens come in to play

New Talents were introduced ... Combat Pet Power Talents and Adventure Pet Power Talents.
Some of those new Talents are "locked" when your Pet learns them in training, but most Talents will not be locked.
Here is one example of a Talent that is locked when manifested (learned during training):
PetAbility:Wyldfire Trained
On the Image for that Talent, you will see the 'locked' icon on the left side. When you click on that locked icon, it will open a box showing the 'unlock cost' for that Talent. That is where the Talent Token Reagents come into play ... to unlock the Talent.
