Do you think Central represents a good cross-section of the W101 populace?

I do. Even though the pace has slowed over the years, I still believe Central represents a good cross-section of the player base. We have older players (like myself) and younger players, members and crown players, beginners and experts in all areas (combat, pets, gardening, castles/glitchers, collectors, designers and everything else), thrifty, moderate and big spenders and everything else in between, night owls, early risers and middle of the day warriors. Opinions generally fall everywhere and for the most part everyone is friendly and always willing to help. If you have a question, there is somewhere here who knows the answer or can find it quickly.

Yes, past, present and future(I would say).
It has "toned" down in awhile but helpful and knowledgeable wizards are here to help.
I think @KingNothing summed it up quite nicely, except for the fact that we can all agree the game has its fair share of troublemakers, trolls and griefers, who -- thanks be to @Jester and Olivia -- are not welcome here. The family-friendly nature of this site may skew the results of a true cross-sectioning.

I think @Willowdreamer summed it perfectly although @KingNothing was real close.
Do NOT meddle in the affairs of Dragons. for you are crunchy and good with ketchup
a good representation of the older and mature players i think. sure we might have some younger, but i feel like they are influenced by the majority here (older) and probably wouldn't have views that align with others of the same age in the w101 population.
No.
It used to be a little closer, but it has certainly slowed down as YouTube, social sites, and other fansites have increased in popularity. I think ALL of those places and Central represent a much more well-informed and tuned-in player base than most of the people playing the game, and I worry that this leads to KingsIsle believing these ultra-difficult bosses are do-able because guides pop up and people with access to these resources are completing them, so surely everyone else is, too, right? Or they get perspective on PvP from a very small group of people. And we, as players, tend to think everybody shares our resources and knowledge and judge new content based on that and not the fact that many likely play the game without much aid from outside entities.
I also think, as others have mentioned, that Central is more strict than the official Wizard101 website on the content it allows, which keeps out lots of trolls and troublesome individuals. They are also one of the only places which restricts outside information, which limits the knowledge of players who only use Central, especially as guides have slowed down over the years.
That's not to say any of this is good or bad, right or wrong. Just making observations.
No. It is not.
