I have been starting some new Wizards lately to test and get wiki page information, and I have observed that the new pets given to Wizards all manifest Gold Rusher Adventure Talent and their school Assist "Combat Talent", giving the Wizard a bonus hit to use in battle. These abilities require Happiness, and therefore require Pet Snacks to replenish the pets' Happiness.
Boosting Happiness while attempting to train the pet with games quickly and seriously depletes these new wizards of Pet Snacks, and they have no real ability to generate sufficient Gold to purchase more Pet Snacks, rendering the new abilities that they have been using -- well, useless. The least expensive Pet Snack in the Snack Shop costs 250 Gold. In the Bazaar, the lowest price is 200 Gold. Obviously, these Rank 1 pet snacks only provide minimal rewards for the pets.
It is my conclusion that creatures in Wizard City need to drop more Pet Snacks than they currently do, or the price of the lowest levels of Pet Snacks needs to be reduced so that new Wizards can afford to purchase them. Between the time that a new Wizard acquires their new pet and then must gain the ability to generate serious gold through Fishing or Gardening, there is not a large supply of Pet Snacks dropping from creatures. If they do go the route of Fishing and/or Gardening, both of which will use up the Energy of the Wizard, they will still be frustrated with trying to develop their pets.
It's no wonder Players are encountering others with first Wizards in Dragonspyre using undeveloped pets.
