Yes, as long as you don't take the teleporter to the Farm, any plants should not progress to the next stage until you do.

If you have your house open to castle tours or a friend ports in and teleports to your garden house, do they start the needs again?I think the answer is yes but I'm not sure.

No it's only when you port to your house.
