After hunting for days I finally got Ice Staff from Ashikata in Tatakai Outpost. The name is Ashikata's Staff of Intent.
Still need two more staff from Grum Foultooth and Stonebreaker and my collection is complete.

I actually have Stonebreaker's staff.
I'll be happy to give it to you when clothing trades comes out.

Btw, all staff i got from Moo Shu are not restricted to certain school except Do-Daga's staff.
